No motivation bases for increased allocation for free basic service allocation in Equitable share. Municipalities are thus facing a challenge with indigent debtors’ verification

The sad situation currently

The challenge arises every year as indigents increase month by month and that unfortunately comes at a cost to the municipalities.

We have evidence of experience in handling indigent portfolios for other municipalities

  • We obtain the municipality’s Indigent Policy, and analyse it to assess the criteria of eligible residents.
  • We build our system around your indigent policy.
  • We distinguish whether the consumer has misled the municipality in some way or another. The rules we have set in place to identify these consumers (based on your current indigent policy) are quite stringent. Should the consumer fail them, the municipality would have to contact them in order for them to provide some explanation.
  • We give an indication that a given individual should be kept at the present indigent status or not and identify those that have misled the Municipality.
