Amanquhe Propositions

This part is aimed at ensuring that when ADD has tabled the report, the Municipality
does not regress.

Becoming a client

On boarding as a client at ADD has been made such a simple and easy experience without much paperwork at all. The first step is requesting uNathi or Richard to meet with you and during that meeting they need to understand your particular needs better, to craft the perfect solution for you and also assist them in meeting the key stakeholders to obtain their buy in.

Performing valuation roll reconciliation to link the correct property to the current owner and then perform reconciliation on:

  • Total number of accounts.
  • Total number in the valuation roll.

Thereafter perform conceptual intelligence analysis research to highlight the following for you:

  • Properties that are not on your property master-file and are not billing!
  • Highlight for you information to be updated at Deeds needing to be classified in accordance with MSCOA.
  • Investment Properties that should have been registered as separate properties and not form part of the “remainder”.
  • Identifying accounts (ID numbers or registration numbers) with incorrect billing codes or tariffs. E.g. Property registered as business property but levied / billed as a residential property.
  • Correctly categorising each account according to the appropriate municipal classification, which includes government owed debt, businesses, residents etc. AND reclassify debtors that are incorrectly identified on the billing system.
  • Consolidating duplicated customer profile / accounts.
  • Identify key anomalies that require correction E.g. Duplicate ID numbers or missing accounts.

Benefit to the Municipality

  • Improved billing accuracy and instant access to a system for all land ownership information.

  • Prevent or avoid qualifications of financial statements by AG due to non-compliance (with Grap 1 ad 19 policy – if policy is in existence) caused by corrupt data.

  • Create 100% accurate, up-to-date land assert register resulting in no more audit findings.

It is important to note

that the main co-function and
objective of the
municipality is service
delivery and due to
challenges it is
being compromised.

THE BAD CONSEQUENCES OF NOT SORTING IT OUT!

  • Loss of revenue.
  • Failed litigation.
  • Compromised service delivery: The finance minister is saying that 112 municipalities in the country do not have enough money to execute the service delivery plans for the current financial year AND THIS seems like a ticking time bomb which needs to be solved very quickly.
  • Non compliance with MFMA by doing business with people in service of the state – will also help you with this.
